Soft power is not a product, so it does not have product details, ingredients, or materials. Soft power is a concept in international politics that refers to the ability to co-opt rather than coerce, and to shape the preferences of others through appeal and attraction. It is the opposite of "hard power," which involves the use of coercion and payment. Soft power can be wielded not just by states, but also by all actors in international politics, such as NGOs or international institutions. Soft power resources are the assets that produce attraction, which often leads to acquiescence. A countrys soft power rests on three resources: its culture (in the examples it sets by its internal practices and policies), its political values (such as democracy and human rights), and its foreign policies (the extent to which it is seen as legitimate and having moral authority). Soft power can be measured by asking people through polls or focus groups whether they like a country, and that attraction may in turn produce desired policy outcomes.
