The British officer who implemented the dual government system was Robert Clive. He introduced the dual government system in Bengal in 1765 following the Treaty of Allahabad. Under this system, the administration was divided into two parts: the British East India Company controlled revenue collection (Diwani), while the Nawab was nominally responsible for law and order and judicial functions (Nizamat), but was effectively a puppet under Company control. This system lasted until 1772 when it was abolished by Warren Hastings for better governance.
