Cytosine pairs with guanine. In both DNA and RNA, cytosine forms three hydrogen bonds with guanine. The base-pairing rules for DNA are strict, and no nucleotide pairs with any other nucleotide except for its designated partner. The designated partners form complementary base pairs with each other as follows: adenine pairs with thymine, and cytosine pairs with guanine.
