Phantom Liberty is an expansion for the video game Cyberpunk 2077 that was released on September 26, 2023. The expansion adds a new district to the game called Dogtown, which is located in Pacifica at the southern end of the map. It also introduces a new spy-thriller adventure where the player can steer V into a mission of espionage to save the NUS President, who is trapped in Dogtown. The expansion includes new characters, such as Solomon Reed (played by Idris Elba) , and new cyberpsychos, stalkers, and gangs to fight. Phantom Liberty also reworks Cyberpunk 2077s skill trees, with abilities leaning more towards active effects than percentage-based passive ones. The expansion adds new weapons, vehicles, and items to the game. It also includes a revamped police system that addresses one of the major complaints levied against Cyberpunk 2077. Finally, the expansion increases the level cap and overhauls the games cybernetics system, making armor dependent on the characters cyberware.
