The bursar manages an institutions financials, usually in a college or university setting, and is responsible for billing student tuition accounts, sending bills, and making payment plans. The bursar also manages day-to-day cash management, accounts payable and receivable, and keeps organized books of tuition fees and files of receipts. In some cases, the bursar also has responsibility for payroll, investments, facilities, IT, human resources, health and safety, and oversight of administrative functions at an institution. The bursars office is responsible for collecting and analyzing all student charges and fees, including tuition, student unions, and health and dental insurance. The bursar ensures that an institution is maintaining sound fiscal practices and fosters an inclusive environment to manage an institution’s financial resources ethically, safely, and with a high level of transparency. The bursar often reports to a comptroller, who supervises an institution’s accounting quality and financial reporting.
