A county seat is the administrative center, seat of government, or capital city of a county or civil parish. It is usually an incorporated municipality, but there are exceptions. For example, some counties in the United States have no incorporated municipalities within their borders, and in those cases, the entire county serves as the county seat. Additionally, some counties have more than one county seat, usually located on opposite sides of the county. Most counties, however, have only one county seat. Connecticut and Rhode Island do not have a county level of government and thus do not have county seats.
