A PAC, or Political Action Committee, is a type of political committee organized for the purpose of raising and spending money to elect and defeat candidates. PACs pool campaign contributions from members and donate those funds to campaigns for or against candidates, ballot initiatives, or legislation. PACs are typically formed to represent business, labor, or ideological interests by individuals who wish to privately raise money to donate to a political campaign. PACs are generally formed by corporations, labor unions, trade associations, or other organizations or individuals and channel the voluntary contributions they raise to candidates for elective offices, primarily in the U.S. House of Representatives and the U.S. Senate. PACs may also spend their funds on what are termed independent expenditures, which are messages that expressly advocate the election or defeat of a clearly identified candidate that is not made in cooperation, consultation, or concert with, or at the request or suggestion of, a candidate, a candidate’s authorized committee, or their agents, or a political party or its agents.
