A Red Notice is an international alert circulated by Interpol to communicate information about crimes, criminals, and threats by police in a member state to their counterparts around the world. It is a request to law enforcement worldwide to locate and provisionally arrest a person pending extradition, surrender, or similar legal action. Red Notices are published by Interpol at the request of a member country and must comply with Interpol’s Constitution and Rules. They are issued for fugitives wanted either for prosecution or to serve a sentence in relation to serious ordinary law crimes such as murder, rape, and fraud. Red Notices are important because they are used to simultaneously alert police in all Interpol member countries about internationally wanted fugitives. However, it is important to note that a Red Notice is not an international arrest warrant. Member countries apply their own laws in deciding whether to arrest a person. The majority of Red Notices are restricted to law enforcement use only, but extracts of Red Notices are published at the request of the member country concerned and where the public’s help may be needed to locate an individual or if the individual may pose a threat to public safety.
