Community Choice Aggregation (CCA) is a program that allows cities, counties, and other authorized entities to purchase and/or generate electricity for residents and businesses within a specific geographic area. Under a CCA program, the CCA provider chooses the power generation source on behalf of its customers, and customers receive a consolidated bill from their utility company that includes both the electric delivery charges from the utility company and the electric generation charges from the CCA provider. The CCA provider bills customers separately for its electric generation charges, which are included in the monthly bill received from the utility company. Customers participating in a CCA program no longer pay the utility companys rates for electric generation; instead, they pay the CCAs generation rates, which may be different from the utility companys rates. The utility company continues to provide billing, metering collection, customer service, and other services to customers participating in a CCA program.
