The digital divide refers to the gap between demographics and regions that have access to modern information and communications technology (ICT), and those that dont or have restricted access. This technology can include the telephone, television, personal computers, and internet connectivity. The digital divide typically exists between those in urban areas and those in rural areas; between the educated and the uneducated; between socioeconomic groups; and, globally, between the more and less industrially developing countries.

The digital divide encompasses the technical and financial ability to utilize available technology, along with access (or a lack of access) to the internet. Beyond the gaps between developed and developing countries, rural and urban populations, and men and women, there are other types of digital divides:

  • The access divide: This is the most visible digital divide. It refers to the socioeconomic differences among people and the impact on their ability to afford the devices necessary to get online. In developing countries, many people have limited access to technology or the internet and do not have the skills necessary to use it effectively.

  • The usage divide: This refers to the differences in how people use technology. For example, some people may use the internet for entertainment, while others use it for education or work.

  • The empowerment divide: This refers to the differences in how people use technology to improve their lives. For example, some people may use the internet to find a job or start a business, while others may use it to stay connected with friends and family.

Proponents for bridging the digital divide include those who argue it would improve digital literacy, digital skills democracy, social mobility, economic equality, and economic growth. To address the digital divide, institutions must prioritize educating individuals about technology, use, and safety, and governments should fund or subsidize access to broadband internet.
