The goal of HIRA is to identify potential hazards involving personnel, plant, services, and operation methods, and to evaluate the necessary control measures to reduce the risk to an acceptable level. HIRA is useful to the emergency management profession as it helps emergency management professionals prepare for the worst and/or most likely risks, allows for the creation of exercises, training programs, and plans based on the most likely scenarios, and saves time and resources by isolating hazards that cannot occur in the designated area.
