An Identity Certificate (IC) is a travel document issued by the Passport Seva (Passport Service), Consular, Passport & Visa (CPV) Division of the Ministry of External Affairs, Government of India to non-citizens of the Republic of India for foreign travel. It is mostly issued to Tibetan refugees, along with other stateless people. The IC is a document given to those who are not eligible for a passport but need to travel abroad. It enables the bearer to travel internationally and serves as proof of identity as per the Passports Act (1967).
The IC is normally issued to Tibetan Refugees residing in India, from the Regional Passport Office, Delhi (RPO Delhi) on recommendation by the Bureau of His Holiness the Dalai Lama (HHDL), New Delhi. Stateless people residing in India may also apply for Identity Certificate at the Passport Office within whose jurisdiction they are currently residing. The IC issuance is subject to clearance by the Ministry of External Affairs (Consular, Passport and Visa (CPV) PV-III division). In addition, clearance by State Government (Department of Home Affairs/Police)/FRRO is also required for issuance of No Objection to Return to India (NORI) certificate to be stamped on the Identity Certificate.
The IC is valid for travel to all countries. It is issued for the sole purpose of providing the holder with identity papers in lieu of a national passport. It is without prejudice to and in no way affects the national status of the holder. If the holder obtains any other travel document, this certificate ceases to be valid and must be surrendered to the nearest Indian passport issuing authority.
To apply for an IC, Tibetan Refugees residing in India need to apply at RPO Delhi, while Stateless people residing in India need to apply at the passport office within whose jurisdiction they currently reside. The application form for IC can be downloaded from the Passport Seva website.
