The bill was approved by the House of Representatives on March 6, 2023, and by the Senate on September 27, 2023. President Ferdinand “Bongbong” Marcos certified it as urgent on September 25, 2023. However, the bill has been criticized by some groups for excluding fisherfolk from the protections that apply to seafarers and for the inclusion of the escrow provision, which mandates that money awards won by seafarers in the National Labor Relations Commission or the National Conciliation and Mediation Board will not be released to them in full.
