The Magna Carta of Filipino Seafarers is a bill that aims to secure the rights of Filipino seafarers to decent, just, and humane conditions aboard sea-going vessels, and sets guidelines for their training and education, overseas employment, and retirement. The bill covers Filipino seafarers who are employed or engaged or work in any capacity on board foreign-registered ships and Philippine-registered ships. The Magna Carta of Seafarers includes provisions about the seafarers’ reintegration program, grievance system, and social welfare benefits. The bill was approved by the House of Representatives on March 6, 2023, and by the Senate on September 27, 2023. President Ferdinand “Bongbong” Marcos certified it as urgent on September 25, 2023. However, the bill has been criticized by some groups for excluding fisherfolk from the protections that apply to seafarers and for the inclusion of the escrow provision, which mandates that money awards won by seafarers in the National Labor Relations Commission or the National Conciliation and Mediation Board will not be released to them in full.
