The Magna Carta of Filipino Seafarers was already approved by the House of Representatives on final reading on March 6, 2023, with 304 affirmative votes. The bill was certified as urgent by President Ferdinand R. Marcos Jr. on September 25, 2023, to address recurring deficiencies in the domestic laws pertaining to the training and accreditation of thousands of Filipino seafarers which endanger their employment in the European market in particular, and the global maritime arena, in general. The Senate approved the bill on September 27, 2023, after President Marcos certified it as urgent. However, some advocacy groups have expressed reservations to the version of the proposed Magna Carta bill in Congress, saying that it excluded fishers and domestic seafarers in important provisions, lacked provisions for security of tenure, and included an “anti-seafarer” provision on escrow.
