Organized retail crime (ORC) refers to professional shoplifting, cargo theft, retail crime rings, and other organized crime occurring in retail environments. ORC involves two or more people who conspire to steal and resell retail merchandise for financial gain. These criminals are increasingly turning to online marketplaces to quickly and discreetly move mass quantities of stolen merchandise. ORC is distinct from ordinary shoplifting committed by individuals seeking goods for personal use. ORC is one of the biggest issues facing the retail industry today, representing a problem totaling about $100 billion. The FBI has estimated that the losses attributed to organized retail crime could reach as much as $30 billion a year. Organized retail crime is leading to more brazen and more violent attacks in retail stores throughout the country. These types of crimes pose a major safety threat to retail workers and customers, as thefts often turn aggressive or violent. Retail loss prevention teams and law enforcement have active efforts to investigate the growing number of cases of ORC and build cases but are frequently hampered by lack of visibility into the scope of retail crime groups’ activities, which can be national or even international. In response, NRF has stepped up its efforts to have Congress address the issue. The Combating Organized Retail Crime Act of 2022, presented to Congress in October 2022, proposes the establishment of an Organized Retail Crime Coordination Center, which would operate at a federal level to facilitate information sharing and coordination for more expedient investigation.
