The PM Vishwakarma Scheme is a new scheme launched by Prime Minister Narendra Modi on September 17, 2023, to provide end-to-end holistic support to traditional artisans and craftspeople in scaling up their businesses. The scheme aims to provide financial support, skill training, skill upgradation, and marketing assistance to small artisans and craftsmen across India. The scheme covers artisans and craftspeople engaged in 18 trades, including carpenter, boat maker, armourer, blacksmith, hammer and tool kit maker, locksmith, goldsmith, potter, sculptor, stone breaker, cobbler, mason, basket/mat/broom maker/coir weaver, doll and toy maker, barber, garland maker, washerman, tailor, and fishing net maker. The scheme has an outlay of Rs 13,000 crore and is fully funded by the Central government. The Vishwakarmas (traditional artisans) will be registered free of charge through Common Services Centers using a biometric-based PM Vishwakarma portal. They will be provided recognition through PM Vishwakarma certificate and ID card, skill upgradation involving basic and advanced training, a toolkit incentive of Rs 15,000, collateral-free credit support up to Rs 1 lakh (first tranche) and Rs 2 lakh (second tranche) at a concessional interest rate of 5%, incentive for digital transactions, and marketing support. Any self-employed artisan or craftsman working with hands and tools in one of the foregoing family-based traditional trades in an unorganized sector is qualified for the scheme. The scheme is expected to benefit over 30 lakh households in India and help local small businesses and skilled craftsmen.
