The agency was established by Decree Number 48 of 1989. The NDLEA is responsible for drug policy and control in Nigeria, and its mandate is to curtail illicit production, importation, exportation, sale, and trafficking of psychoactive substances. The agency carries out interdiction and destruction of narcotic drugs and other illicit substances, as well as preventive drug abuse activities such as advocacy and counseling, and rehabilitation of drug users.
