The Telecom Regulatory Authority of India (TRAI) is a regulatory body set up by the Government of India under section 3 of the Telecom Regulatory Authority of India Act, 1997. It is responsible for regulating the telecommunications sector in India. TRAIs mission is to create and nurture conditions for the growth of telecommunications in India to enable the country to have a leading role in the emerging global information society. Some of its main objectives include providing a fair and transparent environment that promotes a level playing field and facilitates fair competition in the market. TRAI regularly issues orders and directions on various subjects such as tariffs, interconnections, quality of service, direct to home services, and mobile number portability.
TRAI consists of a chairperson and not more than two full-time members and not more than two part-time members. The current chairperson of TRAI is PD Vaghela, an IAS officer of the Gujarat cadre, batch of 1986. Officers are selected from the Indian Telecommunications Service and the Indian Administrative Service (IAS) .
TRAI has a variety of functions and responsibilities, including:
- Regulating telecom services, including fixation/revision of tariffs for telecom services which were earlier vested in the Central Government.
- Providing a fair and transparent policy environment which promotes a level playing field and facilitates fair competition.
- Issuing regulations, orders, and directives to deal with issues coming before it and providing the required direction to the evolution of the Indian telecom market from a Government-owned monopoly to a multi-operator multi-service open competitive market.
- Adjudicating any dispute between a licensor and a licensee, between two or more service providers, between a consumer and a service provider, and to hear and dispose of appeals against any direction, decision, or order of TRAI.
- Protecting the interests of consumers of telecom services.
TRAI has a website that provides detailed information about telecom regulations, tariff orders, directions, telecom services, broadcasting, mobile, and more. It also has a Telecom Commercial Communications Customer Preference Portal, which is a database containing a variety of information prescribed in the Telecom Commercial Communications Customer Preference Regulations, 2010. Users can give their consultation for various policies, regulations, amendments, market research, guidelines, etc. of TRAI.
