Universal school choice is a policy that allows all families to choose the K-12 education that best fits their childs needs, whether that be public, private, or home school. It is a growing trend in the United States, with North Carolina becoming the 9th state to pass a universal school choice bill in September 2023. The policy is typically implemented through programs such as education savings accounts (ESAs), vouchers, and tax credits. In North Carolina, the Opportunity Scholarship program provides tuition assistance for students attending private schools, and the recent budget aims to triple funding for the program and end income restrictions for getting a private school voucher. Every North Carolina family will be able to apply for tuition assistance to attend a K-12 private school beginning in the 2024-2025 school year. While supporters argue that universal school choice empowers parents to choose the best education for their children, opponents argue that it hurts funding for public schools and largely benefits families whose children never attended the public system rather than those seeking to escape failing schools.
