WL in train stands for "Waiting List". When a passenger books a train ticket, they are assigned a specific ticket status which can be waiting (WL), Reservation Against Cancellation (RAC), or confirmed (full berth) . If the passenger status is marked as WL followed by a number, it means the passenger has a waitlisted status. This means that the passenger is on the waiting list and will not get a seat in the train. A waiting list passenger is not allowed to travel in a reserved train. However, in unreserved coaches which are attached along, they can travel in those. If a WL ticket does not get confirmed, it gets cancelled automatically. A final chart is posted usually four hours before departure time. If there are no cancellations of confirmed tickets and your ticket is still waitlisted, then it will be cancelled and you cannot board the train. Boarding the train with a WL ticket will get you a fine of a certain amount. However, you will be refunded the whole amount if your ticket is cancelled.
