The clearance rate for murders has been declining for decades, from about 71% in 1980 to an all-time low of about 50% in 2020. The rate at which homicides are solved has been declining during the past five decades. The problem is exacerbated when broken down by demographics, with homicides of young Black and Latino men being the most likely to be left unsolved. The reasons for the low clearance rate include inadequate resources to properly fund local police departments, not enough homicide detectives, not enough trained detectives, not enough forensic technicians to go to crime scenes, and not enough laboratory capacities.
