If you are voting in North Carolina, you will need to confirm your identity when you vote in person. For the first time, nearly every voter in North Carolina will be required to have a photo ID in order to have their vote counted. However, all voters will be allowed to vote with or without a photo ID. There are three exceptions to the requirement that all North Carolina voters must present an acceptable ID to vote in person:

  • Religious Objection: If you are unable to get a photo ID because you have a religious objection to being photographed, you may sign an affidavit and then vote a provisional ballot.
  • Natural Disaster: If you cannot provide a photo ID because you were the victim of a natural disaster within 100 days before Election Day (as declared by the Governor of North Carolina or the President of the United States), you may sign an affidavit and then vote a provisional ballot.
  • Other: You may write in another reason and the county board of elections will decide whether to accept it.

If you do not have an acceptable form of photo ID, you have other options such as completing an ID Exception Form and submitting it with a provisional ballot during in-person voting or with your absentee ballot if voting by mail. Acceptable forms of identification include a North Carolina Drivers License, U.S. Passport/U.S. Passport Card, State ID ("non-operator ID"), NC Voter Photo ID card issued by a county board of elections, college/university student ID approved by NCSBE, charter school employee ID approved by NCSBE, and state/local government employee ID approved by NCSBE. If you forget to bring your acceptable ID to the polling place when you vote, you can vote a provisional ballot and then return to your county board of elections with an acceptable ID by the day of county canvass.
