Peter Navarro is an American economist known for his role as a senior trade and manufacturing adviser to U.S. President Donald Trump. He served in the first Trump administration as director of the National Trade Council and later the Office of Trade and Manufacturing Policy. Navarro is a professor emeritus of economics and public policy at the University of California, Irvine. He is known for advocating protectionist trade policies, especially a hardline stance against China, and played a key role in promoting the Trump administration's trade war with China.
Navarro was born on July 15, 1949, in Cambridge, Massachusetts. Early in his career, he was a liberal Democrat focused on environmental issues and ran unsuccessfully for political office several times. Over time, he shifted to conservative views, particularly due to concerns about China's economic rise. Navarro wrote books such as "Death by China" that criticized trade practices with China and advocated for tariffs to protect American industries.
In 2022, Navarro was convicted of contempt of Congress for defying subpoenas related to the investigation of the January 6 Capitol attack and served a four-month prison sentence. Despite controversies, he was reappointed by Trump in 2024 as a senior counselor for trade and manufacturing.
Besides trade, Navarro was involved in the Trump administration's COVID-19 response and controversially promoted treatments like hydroxychloroquine and opposed some public health measures.
