The ticket collector insists on calling Toto a dog because, according to railway rules, monkeys do not have a specific fare category. The collector decides to classify Toto as a dog to charge a fare of three rupees for him. The ticket collector cleverly applies the rule that only dogs require a ticket and fare, and since no rule exists for monkeys, Toto is considered a dog for fare purposes, much to Grandfather's annoyance. Grandfather even tries to argue by presenting a tortoise, which the collector exempts from charge, saying, "It is not a dog".
