NCAA findings

The NCAA concluded that Moore was involved in the 2023 Michigan sign‑stealing scheme connected to former staffer Connor Stalions, which violated rules on in‑person scouting and use of electronic equipment to decode opponents’ signals. Investigators also found that Moore deleted a 52‑message text thread with Stalions, which the NCAA treated as a failure‑to‑cooperate violation.

Suspension details

As penalties, Michigan first issued a self‑imposed two‑game suspension for Moore in the 2025 season. The NCAA then added an additional game, making it a three‑game total ban that also includes the 2026 season opener.

Program‑level sanctions

Along with Moore’s suspension, the Michigan football program received a multimillion‑dollar fine and other penalties such as budget and revenue‑sharing reductions tied to the scandal. These sanctions were intended to punish the program while avoiding multi‑year postseason bans for current players.
