Technical reason

FIA scrutineering found that the rear skid block (plank) on Norris’s car had worn below the minimum permitted thickness of 9 mm specified in Article 3.5.9 of the Formula 1 Technical Regulations. Excessive skid/plank wear indicates the car was effectively running too low, which can provide a performance advantage, so this is treated as a strict technical breach regardless of intent.

Steward decision

Because the skid block did not comply with the regulations, the stewards applied the standard penalty for a technical infringement of this kind, which is disqualification from the race result. McLaren argued mitigating factors such as unexpected porpoising and limited practice running, but the stewards ruled there is no provision for a lesser penalty once a car is technically illegal, so Norris was removed from the Las Vegas GP classification.
