An Israeli safe room, also known as a "miklat" or a Merkhav Mugan, is a reinforced security room required in all new buildings by Israeli law. Safe rooms are based on a 1951 civil defense law that has undergone several revisions. After Israel was attacked by Scud missiles in the Gulf War, the Israeli Home Front Command established new guidelines for civil defense. In 1992, technical specifications were drawn up for designated protected spaces in family homes. The Merkhav Mugan can withstand blast and shrapnel from conventional weapons, and offers protection against chemical and biological weapons.

Safe rooms are commonplace in Israel, and it has become customary for Israeli homes to incorporate these specially designed secure rooms following the introduction of a law in 1992 by the Israel Defense Forces HomeFront Command, which established new civil defense regulations. Safe rooms are installed in residential apartments and private houses, and they often have steel doors with reinforced locks, thick walls of concrete, and, if there are windows, theyre made of shatter-proof glass. Safe rooms are designed to keep people safe from rockets and other threats, and they are equipped with essentials like electricity and Wi-Fi for comfortable stays during emergencies. While some safe rooms resemble an extension of the home, occasionally resembling a living room or bedroom, others are more sparsely furnished.
