According to the sources, the unauthorized disclosure of information classified as Top Secret could reasonably be expected to cause exceptionally grave damage to the national security. The damage caused by the unauthorized disclosure of Top Secret information is assumed to be about ten times as much as the damage caused by the unauthorized disclosure of Secret information, and about one hundred times as much as the damage caused by the unauthorized disclosure of Confidential information. The examples of exceptionally grave damage to national security caused by the unauthorized disclosure of Top Secret information include armed hostilities against the United States or its allies, disruption of foreign relations vitally affecting the national security, and the compromise of intelligence sources and methods.
