A crane should be inspected by either a "qualified person" or a "competent person," depending on the type and frequency of the inspection. According to OSHA regulations:
- A qualified person is someone who has formal training, certification, or extensive knowledge and experience to identify and resolve crane-related problems. This person generally conducts annual, comprehensive, or in-depth inspections. They may include certified crane inspectors, registered professional engineers familiar with cranes, or qualified third-party inspectors.
- A competent person is capable of performing routine or frequent inspections, such as daily visual checks. This person can identify hazards and has the authority to take corrective measures. Often, crane operators or site supervisors serve as competent persons for frequent inspections.
Daily pre-use inspections are typically done by the crane operator (competent person), while periodic annual inspections must be done by a qualified inspector who is certified or holds recognized qualifications. These inspections ensure the crane's safety, proper function, and regulatory compliance.
